A native of western Pennsylvania, Todd Keegan has lived in east San Diego County for 40 years. Mr. Keegan
served by appointment as an El Cajon Parks and Recreation Commissioner from 1991-1994 and was elected and re-elected to the
El Cajon City Council in 1994 and 1998. He also spent many years as a retail business owner and consultant.
Mr. Keegan has volunteered for decades with a variety of organizations including
the Boys and Girls Club, the Chamber of Commerce Business Education Committee, Little league Baseball, the El Cajon Historical Society,
the La Mesa Oktoberfest, the El Cajon Elks Lodge, the Grossmont College Alumni Association, the El Cajon Community Development Corporation,
and was a co-founder of East County Youth Symphony.
